worklog.elc error Symbol's function definition is void timezone-fix-time

While using worklog.el, I receive the following error message if I
perform a worklog-summarize-tasks or a worklog-task-begin.

I have used worklog.el before and did not receive this message.  I do
not believe I have changed anything.  I can not fine help on
timezone-fix-time. 

Any idea what this could be or what the fix would be?
