You could try one of
wide-column.el --- Calls functions dependant on column position.
highlight-beyond-fill-column.el --- font-lock-add-keywords aid for Emacs
vvb-mode.el --- a minor mode to display a Visible Vertical Bar on a column
line-limit.el --- Line Limit mode
