If you have tramp installed (like the CVS Emacs has by default), you
can just edit the file
/su::/etc/fstab
(for example), Emacs will ask you for the root password, spawn a root
shell and use a pipe to it to send files back and forth transparently.

tramp is available as a separate package, too, if you don't like
using developer Emacsen.
