cheking mail with Emacs?

Emacs 21.3 under windows XP
I hope Emacs can check my pop mail server every 10 minutes, for example:
server: matrix.com
username: neo
password: nil
I just want Emacs to check the mails, but not receive them. What should I
write in my .emacs file?
