I have emacs-20.7 running on Windows/ME.
If a shell (COMMAND) buffer exists the 100% of processor time is showed
(by System Monitor) as to be utilized.
In addition, I wish to have a larger environment size for shells without
starting another shell by invoking COMMAND /E:2048.
