You don't say which mail/news client you are using.  If you're using
Gnus, including quoted text is easy: while reading the article you
want to reply to, type F and the reply will appear with the quoted
text included.  Typing f will result in a new message in reply but
with no quoted text.

If you're using rmail or something else, I don't know how to do it.
I'd recommend that you check out Gnus, though; it's IMHO the best
newsreader and mail client available in the Unix environment and
better than almost all in other environments.  Certainly it is the
most flexible and powerful of all such clients on any platform.
