These commands will download the complete tree of source. Afterwards you would have to run configure and finally invoke 'make bootstrap' (to byte-compile the elisp files) and 'make install'.
Complete archives (e.g. emacs-CVS.tar.bz2) can be created by yourself -- after downloading some 10 MB!
