It uses the native Windows GUI widgets.

You don't. The bootstrap compiles everything.

makeinfo.exe is part of the Texinfo package, which can be found on
GnuWin32 site.

You will also find LibIntl and LibIconv as separate packages on the
GnuWin32 site.
