CVS 21.3.50 is the same as 22.0.50, and a bit out of date as well.
21.4 is just 21.3 plus one security update.
Sometime between 21.3 release and 21.3.50/22.0.50 CVS, the default
functionality changed.
It used to be that C-x C-f RET did *NOT* start dired on the buffer's
current directory. It ran something akin to
(revert-buffer buffer-file-name t t)
