It works for me.  (Note that the 2 lines are identical, except for the
comments -- is there a typo in there?)

To find out where the error occurs:
M-x set-variable RET debug-on-error RET t RET

| nil means not yet initialized.  In this case, Info uses the environment
| variable INFOPATH to initialize it, or `Info-default-directory-list'
| if there is no INFOPATH variable in the environment.

| standard directories, the directory of Info files that come with Emacs
