nmake can't continue without abbrev.elc

i meet the following error when i compiled emacs in winXP.

Essential Lisp files seem to be missing. you should either do make bootstrap or create 'lisp/abbrev.elc' somehow

Nmake : fatal error U1077: 'if' : return code '0xffffffff' Stop
