answering my own question..
using dired with
/ftp:user1@ftp.example.com:/
works fine.
my problem was that i specified a non-existent directory when i put
/ftp:user1@ftp.example.com:/home/user1/
because the FTP user is chrooted to /home/user1
/ftp:pch@tailorone.freewayprojects.com:/
