run-scheme help

My emacs 21.3 on windows xp does not show the repl with run-scheme. I
tried 2 different implementations. However, run-lisp does show my
inferior lisp's repl. Has anyone else had this problem. I've googled it
to no avail. I even downloaded quack.el and still had the same problem
as with cmuscheme.
Should run-scheme not behave like run-lisp? Any help at all would be
appreciated.
