Emacs on cygwin does not find elisp libraries, how to fix?

WinXP

 

cygwin downloaded just now 2007.07.30:

            cygwin dll 1005.24.0.0

            “…Starting cygwin install, version 2.573.2.2…“

 

emacs

This is GNU Emacs 22.1.1 (i686-pc-cygwin, X toolkit, Xaw3d scroll bars)

 of 2007-07-19 on HERRING

Why he didn’t find subdirectories of /usr/share/emacs/22.1/lisp ? I need make certain configurations?
