Emacs Lisp has dynamic scoping, not lexical scoping.  If you want to 
emulate lexical scoping, (require 'cl-macs) and use lexical-let:

(defun foo (n)
  (lexical-let ((lexn n))
    (lambda (i)
      (incf lexn n))))
