toolbar icons gone

using archlinux with kdemod
the toolbar icons are blank with red little x's in them
the usual icons just disappeared suddenly.
reinstalling emacs didn't bring them back.

the icons png file are there in 
/usr/share/emacs/22.3/etc/images/

but it is as though emacs doesn't know it.

how do i bring them back?
