By commenting or removing this line you did not disable anything but *enable* GNU Emacs to work correctly, use UTF-8 (with usually more than one byte for one character).
emacs once again behaved as I expected. The other behavior is confusing. Worth a bug report?
To yourself? Read the documentation and understand that you are using a multi-byte/Unicode application. Unibyte can easily be accomplished by using an environment variable like LC_CTYPE with a value that corresponds to some 7- or 8-bit encoding.
