Can you use aspell from everywhere? Maybe this is only %PATH% problem?

I use cygwin on my XP with aspell (no ispell) and when I start
flyspell I see in *Messages* buffer following:

Starting new Ispell process [deutsch8] ...


This could point to a dictionary problem.
