It is documented in the manual that this does not work.
Note that setting `inhibit-startup-screen' in `site-start.el'
doesn't work, because the startup screen is set up before reading
`site-start.el'.
It is also mentioned in the doc-string:
This is for use in your personal init file (but NOT site-start.el)
A comment in startup.el explains why:
