If you want to browse emacs lisp sources, you don't need to create
tags. You can get to the definition of a command by typing
C-h f RET  then enter the name of the command.
You then get a summary of the command in a window.
Now clicking on the underlined filename on the upper right of the window
will bring you to the source.
