I'm not Stefan, but I can tell that you will find precompiled Windows
binaries of the development version of Emacs here:
http://alpha.gnu.org/gnu/emacs/windows/
and precompiled binaries of official releases here:
http://ftp.gnu.org/gnu/emacs/windows/
