Ahah! I have
(setq auto-mode-alist
(append '(("\\.txt$" . rst-mode)
("\\.rst$" . rst-mode)
("\\.rest$" . rst-mode)) auto-mode-alist))
So major-mode was rst. If I set to txt mode first, then it works as you
described. Thanks.
