There is no such variable.

After

eval `dbus-launch`
export DBUS_SESSION_BUS_ADDRESS

it works.

Shouldn't notifications.el start the dbus itself, if needed?
Or shouldn't it mention in the commentary, that dbus must be running?

(The program "notify-send" works without such problems...)
