I should have been more precise in what I see:
a) "M-x man RET"
b) "sort S-TAB" to get completions for all man pages having sort in them
c) If I put the mouse on tsort(1), a tooltip comes up saying:
"Perform topological sort". For wrap-and-sort(1), it says:
"wrap long lines and sort items in Debian packaging files.
d) Using C-M-Mouse 2 or C-M-RET on these items says [No Help]
I usually don't use the mouse and keep it banished to the lower-right
corner; I found out about this feature by accident. Again, this tooltip
comes by just hoovering with my mouse over the item, no mouse button is
pressed. How can I get that feature without a mouse?

Latest icicles from emacswiki.
I tried to send this via "icicle-send-bug-report" (I thought this may
give you some info on my setup), which brought up emacs-w3m.
