It picks the one that comes first on the path.

Indeed.

It is not designed to do that, so while you can probably change it
accordingly, you'd be better off changing your file names so
they're different.
E.g. change the `dir' files so that instead of referring to "(emacs)",
they could refer to "(emacs23/emacs)".  You may also like to check what
Debian does (they have local patches together with some conventions of
how to make the `dir' files specifically to deal with such issues).
