Yes, you can: C-x C-f.

When you write "menu bar items", do you mean the menus in the  menu bar? Or do 
you mean the GNU Emacs tool-bar, which is part of the GNU Emacs frame?

Well, both can be toggled on or off via the Options menu… but you can also 
invoke:

        M-x toggle-menu-bar-mode-from-frame RET

(I can't switch it off, it is constantly on in the  menu bar.)

If you mean the tool-bar, that with images, which stays with the frame, then 
you can use the oval button in the upper right corner of the frame. Or the 
Options menu in the  menu bar, Show/Hide.


Have you quit (C-x C-c or M-x save-buffers-kill-terminal RET) and relaunched 
GNU Emacs?
