I have no idea: this works for me with the current trunk.  The git
repository lags behind, so perhaps updating to a later trunk revision
might help.  Or maybe this is something related to how your system is
set up.  Try stepping with Edebug through info-emacs-manual command,
or maybe look at pertinent environments variables, such as INFOPATH.
