Making fill-paragraph not squeeze leading spaces

Hi!

I want to write itemizations like so:

•   First
•   Second
•   Third

I have added "[ \t]*•   " to paragraph-start and now I want
fill-paragraph to leave the three spaces following ‘•’ alone (the
normal operation being that “•   First” gets replaced by “• First”.  I
looked at fill-region-as-paragraph and it seems that the SQUEEZE-AFTER
parameter may be of use, but I can’t quite see any way of getting to
it.  Any ideas?
