FWIW, I´m using fvwm with FocusFollowsMouse and don´t have this
problem.  Fvwm strictly focuses the window which happens to be under the
mouse pointer as it should.

The problem is very likely with the WM of kde having a strange idea
about what FocusFollowsMouse means.

FocusFollowsMouse is one of the required basic features a WM must have
before I´d consider it as useable.  Using fvwm instead of the WM kde
comes with might be a better solution.
