It's not a bug. It's declared as demanding two arguments so that people
will use it.
M-x `byte-compile-file' warns:
... Warning: looking-back called with 1 argument, but
requires 2-3
While its definition:
(defun looking-back (regexp &optional limit greedy)
Docu bug?
