Isn't that rather "iterative" or "ping-pong
programming"?

Why not? A simulator! We have a pilot on this
list. I think he can confirm a lot of the human
training is done with simulators. So why can't
they be used to test/sharpen new software as
well? Even in combination with the human part?

Well, you want that anyway. The tools, I
mean :)
