I've not tried Make from outside emacs.
As Emanuel wrote earlier you can find the setting in Emacs by using:
(getenv "PATH")
Since I want the PATH in the Makefile, that's not relevant.
Sorry I should have been clearer. I assumed that the PATH
in make would be the sane in emacs.
