ESS marked as incompatible package with vanilla Emacs install

At least upto prior versions of GNU Emacs 26.1 (build 1,
x86_64-w64-mingw32) of 2018-05-30, I used to install ess through the
package system(I think).  Now, it shows ESS 18.xx Version as
incompatible because julia-mode package is not available

ess is an incompatible package.

     Status: Incompatible because it depends on uninstallable packages.
    Archive: melpa
    Version: 18.10.2
     Commit: 0728c6fdf8e13f10ee50b27fb3f39e7c229f05b1
    Summary: Emacs Speaks Statistics
   Requires: julia-mode-0.3 (not available)
Other versions: 5.14 (marmalade).



The issue seems to be there for WSL Ubuntu version too.  
$ emacs --version
GNU Emacs 27.0.50
Copyright (C) 2018 Free Software Foundation, Inc.
[snipped 4 lines]

$ cat /etc/lsb-release
DISTRIB_ID=Ubuntu
DISTRIB_RELEASE=18.04
DISTRIB_CODENAME=bionic
DISTRIB_DESCRIPTION="Ubuntu 18.04.1 LTS"

Is there a way to get the latest version of ess via the package system?
