The only way that is a possibility is if NATO
and Russia nuke each other clean of the Earth.

Sheer numbers and state efforts can perhaps
produce a bunch of supercomputing centers, but
not the rate and quality of innovation that was
first the industrial revolution, then a lot of
other things, and since at least the 50s the
IT industry which to a great extent is
unthinkable without the US.
