Only date(1) uses improper RFC 3339:
$ date --rfc-3339=date
2019-08-01
$ date --rfc-3339=seconds
2019-08-01 03:32:43+02:00
$ date --rfc-3339=ns
2019-08-01 03:32:45.480938921+02:00
