Debian also does you "favors". You should look through their customizations as well; you can find them in /usr/share/emacs/site-lisp.
I know that on my version they mucked with find-file-hook and automatically invoke develock-mode. I undid the former in my .emacs. I'm still deciding if I like the latter.
