Integration of plain-tex-mode and tex-mode into one mode

What is the difference between plain-tex-mode and tex-mode.  My current
position is that the two need to be integrated into one called tex-mode
which would be used for standard tex.  latex-mode should be kept as separate
because of the different syntax
