There are at least two ways:

1. Use the C-x 8 prefix:

C-x 8 ^ e
==> ê

(For more info, try C-x 8 C-h, you will see a *Help* buffer open that
you can scroll through).

2. Define abbreviations for the particular mode you are using. In your
texinfo buffer, just do:

M-x edit-abbrevs C-m

and insert the abbreviations you want.
