create-image does not scale image

Is the code wrong? Or is there a bug or a configuration problem?
Help appreciated.
When I execute this in *scratch*:
(insert-image (create-image
"/home/stb/.emacs.d/elpa/lsp-ui-20210202.551/resources/lightbulb.png" nil nil
:scale 0.2))
The image displayed in original size
If I find-file lightbulb.png, I can scale up or down with + or -.
I'm running:
"GNU Emacs 26.3 (build 2, x86_64-pc-linux-gnu, GTK+ Version 3.24.14)
of 2020-03-26, modified by Debian"
On Ubuntu 20.04
