If you do,

  ;; Package-Requires: ((cl-lib "1.0"))

as in, e.g. [1] - if you do that and then issue the install
command for your package, won't it get the cl-lib
automatically? Because if it doesn't, how can it even work?

Or doesn't it work between the MELPA to ELPAs or
anything else?
