Functions that take a last argument with a possible nil value,
e.g., `declare-function', since it can be called like this

  (declare-function ny-kill nil)

cannot they just as well be rewritten with the (in this case)
second argument optional since nil will be the default value
for that anyway? I.e.,

  (declare-function ny-kill)

Same?
