Have also done a simpler function 

(defun test ()
  "TODO"
  (declare (interactive-only arktika-automated-workbench))
  (interactive)
  (message "*** test") )

(test)

Loading emacs I can see that the string "*** test" is being printed.  I am 
using Emacs 27.2.
