How exactly can I change use patterns?

I am human, and I cannot calculate memory and what. Does Emacs have
limit option to not load packages over specific memory?

Today I was waiting 1 hour for garbage collection, two times, before I
killed Emacs.

And M-x memory-report never returns as well.
