c-tab-always-indent doesn't have an option for complete

c-tab-always-indent doesn't have an option for complete |

I have set tab-always-indent to 'complete, so that i can use tab for completion
along with indentation. However, I cannot find any such feature for
c-tab-always-complete. How can I achieve similar functionality in c modes?
