key-valid-p states that a valid key is a string consisting of one or more key
strokes (name of an event) separated by single space characters, surrounded by
angle brackets.

Would that mean 

  (keymap-set-after global-map
    <menu-bar mcp-topm> (cons "MCP" mcp-kdf) 'tools)
