They are built from the Emacs repository and dependencies provided
alongside the packages in the SourceForge repository, by a script that
monitors the Emacs repository for changes affecting Android users or at
regular intervals.

You're speaking to him now.  The SourceForge contact form might also
suffice, but their mail delivery is quite temperamental.

The monitoring scripts are not available, but the entire process of
building the Android port is documented in the Emacs repository in the
file `java/INSTALL'.  Those scripts invoke configure and make exactly as
documented there.

As regards libxml2, what gives you the impression that it's omitted from
this package?  All of the packages I'm distributing support libxml2
(libxml2-2.12.4-emacs.tar.gz), save for the hundered-megabyte package
for Android 2.2, which is provided as more of a curiosity than a
functioning product.

Gnutls is another matter, and is far tougher a nut to crack with respect
to the older or esoteric systems whose builds exclude it, but that can't
be the source of your difficulties because it is not absent from the
armv7 builds either.
