It seems so. The problem has been reported several times in the list.
Apparently Suse does not have libcurses, which is necessary to build
raduse. It has however libncurses. To fix, find the library named
libncurses.so.<number> and make a symbolic link from it to
libcurses.so, e.g.:
ln -sf /lib/libncurses.so.5.0 /lib/libcurses.so
