[Help-gnu-radius] max number of children active- spread load

Hello,

I installed radius-1.1  on redhat linux 8

i am getting the message:
 "dropping packets , maximum number of children active"
 In config file i set the max-processes to 128

Does this mean that i must spread the load between more than one server ? or
is there a way to solve this ?
