I don't currently have access to the system that I built it on, but I
remember re-installing cygwin with the most recent version at time of
compile.  There was one small thing that wouldn't build (a doc or
similar), so I just commented that out of the Makefile.

Maybe you could provide us with errors or warnings where it stops
configuring or compiling?
