It is a "NAS". To be precise, in terms of radius, this is
actually the same :) Traditionally a terminal server is referred
to as "NAS", the word "client" is used only when referring to
"client's shared keys".

Yes, I guess so. Apache does not send any accounting requests, as far
as I know. It is impossible anyway, given the stateless nature of
HTTP protocol.
